I think it is absolutely not the fault of the participants if the server starts throttling and delaying submissions by many hours, keeping people from being able to submit. Moreover, the throttling could carry over into the forecasting period, and cause a delay anyways.</p>"

My concern is that I have a submission running for over 16 hours, and even if it finishes and gets a good score, the rules state that the allowed processing time is 9 hours. Even if there’s no Kaggle error in processing and the score is submitted, I would still be breaking a rule that could lead to disqualification (even though it’s not my fault). What do you suggest?</p>"
